When looking at the Time Off policies in your Time Off lobby, you can see the number of users who aren't assigned to a policy. This is displayed by a red person icon and a line through it and the number of employees not assigned to the policy written beside it.
When clicking on the red person icon, there will be a pop-up showing the specific users who are not assigned to the policy. There, you can even assign them to the policy.
