If you create a smart group and there are no users then chances are no users match the filter you set.
Let's look at an example, so we can learn how to fix this. I set the smart group with the filter Branch is New York, but no users appeared in my smart group.
To check this I went to the Users tab and clicked on user details. I went to the user details field branch. I can see that no employees have the Branch set as New York. This is why no employees appeared in my New York Smart Group. To fix this, I'll simply add Branch is New York to the relevant employees and automatically they will be added to the smart group.
Now, if I go back to my smart groups, ill see all that the relevant employees have been added to my New York Smart Group.
